Collision or coexistence: The FERC, the CPUC, and electric restructuring

This article is a summary of the discussions that took place at the Western States Workshop on California Restructuring, the first industry-wide meeting to discuss the policy proposals issued earlier by the California Public Utilities Commission. This is part of the ongoing effort to restructure the electric transmission and distribution portion of the electric power industry. There is a divergence of opinion between CPUC and the Federal Energy Regulatory Commission, with FERC inviting buyers to shop for generation and the CPUC having generators competing amongst themselves to serve a single aggregate market.
