[open quotes]Golden Rule[close quotes] Signals start of FERC utility restructuring effort
The Federal Energy Regulatory Commission snatched the utility industry spotlight from the California Public Utilities Commission this week when it unveiled a new standard for competition that says comparability of service cures undue discrimination and anti-competitive behavior in a competitive bulk power market. To an industry still reeling from the California proposal to restructure the way utilities do business there with full retail wheeling by 2002, FERC's version of the [open quotes]golden rule[close quotes]-do unto others as you do unto yourself-raises the specter of an industry-wide restructuring not unlike that which culminated in the natural gas pipeline industry's Order 636. Gas pipeline and electric utility differences notwithstanding-and granted, there appear to be many-it is difficult to deny that FERC's about-face on its earlier approval of American Electric Power Service Corp.'s voluntary transmission tariff is a clear signal that a restructuring of some sort is under way.
