Media and industry hype in standard telecommunications circles associate any aspect of the information highway with much the same reverence as that of the second coming. In fact, in many cases the information highway is spoken about with a great deal more conviction as to its ultimate success. In most cases little to nothing is mentioned in these standard telecommunications circles about electric utilities which have the largest coverage and revenues associated with a physical link to the customer. Not only does the utility link provide the most ubiquitous coverage, but they are also the owners of the land designated as rights-of-way that provide the most desirable locations for the installation of the NII. This has not escaped the attention of the utilities. Today utilities are individually, or jointly collaborating with other electric utilities and service providers to lay fiber. For every reason promoting utilities individually installing and owning their own fiber there are as many reasons why it may not be the most prudent of solutions in their effort to meet the challenge of competition and deregulation.
