Focusing on Buyers' Needs: DOE's Emerging Technology Program

This paper describes DOE's Emerging Technologies Program. The paper discusses the approaches the Emerging Technologies Program employs to increase the speed at which new energy-efficient technologies receive widespread acceptance and adoption in the market place. Most of the technologies are in the late stages of commercialization, either the technology exists but energy efficiency improvements have been made or energy efficient models have already been produced but they have limited market acceptance because of high cost or lack of consumer awareness. ETP uses demonstrations, evaluation and monitoring projects, user surveys, promotional efforts, and technology procurements to increase market acceptance. Technology procurements include identifying a potential new technology, developing an RFP specifying strict energy efficiency performance criteria, soliciting bids from manufacturers to make the new or improved technology, working with large buyer groups to create demand for the product, and publicizing the results. The paper described several completed projects as well ongoing and future planned projects.
