Alternative approaches to competitive bidding for power supply

During the last several years, many utilities and PUCs have begun experimenting with competitive procurement procedures as a more efficient way to encourage private electricity supply that is better matched to power system requirements. For regulators and utilities, a competitive process reduces the burden of estimating avoided cost by providing a market benchmark to determine value. These broad features, however, do not really define a competitive bidding program very precisely. There remains the formidable practical problem of evaluating bids for power projects which are characterized by a multitude of attributes. This article outlines the two principal, prototypical approaches taken by utilities to the bid solicitation and evaluation process. These two approaches differ principally with respect to the pre-bid information flow from the buyer utility to the sellers. 6 figs., 2 tabs.
