Efficient H{sup {minus}} formation in laser-irradiated hydrogen is reported. The electrons produced by laser photoionization are converted to negative ions via dissociative electron attachment. The observed H{sup {minus}} signal is more than two orders of magnitude larger than the maximum possible H{sup {minus}} signal that can be expected via electron attachment of high-vibrational states of the ground electronic state that may be indirectly populated. Dissociative electron attachment to superexcited states is proposed as a possible mechanism.
