ABOUT Classified & UCNI STI
In the course of performing research and development (R&D) and other scientific and technological work, researchers funded by the U.S. Department of Energy (DOE) and National Nuclear Security Administration (NNSA) produce scientific and technical information (STI) to document their findings. Pertinent results of subject-specific database searches can be provided to qualified requesters.
Classified and UCNI STI includes products such as Technical Reports, Conference Papers/Proceedings, Presentations, Journal Articles, Software Manuals, Patents/Patent Applications, Drawings, Data, Collections, and Computer-Related products which include software.
OSTI is approved for classified information up through Secret/Restricted Data including Nuclear Weapon Data all sigmas. OSTI is not authorized to receive Top Secret information.
DEFINITION
The Atomic Energy Act of 1954, as amended, and Executive Order 13526 serve as the bases for identifying classified information generated by the Department. Classified information is defined as certain information that the United States Government has determined requires protection against unauthorized disclosure for reasons of national security (i.e., Restricted Data, Formerly Restricted Data, Transclassified Foreign Nuclear Information, and National Security Information).
The unauthorized dissemination of UCNI is prohibited under Section 148 of the Atomic Energy Act of 1954, as amended. UCNI is identified and controlled as directed in DOE Order 471.1B, Identification and Protection

SUBMISSIONS
The metadata record provides OSTI with information required to appropriately identify, process, and/or announce, and disseminate the STI results of classified or UCNI work funded by DOE/NNSA. Classified and UCNI STI products are submitted securely by originating sites via the
Classified E-Link product on the Enterprise Secure Network (ESN). STI that is potentially classified or UCNI must be reviewed and properly marked prior to submitting to OSTI. Classification level and category (if Restricted
Data or Formerly Restricted Data), and any caveats and/or special markings, if applicable, shall be indicated. Caveats and special control markings are placed on documents to identify special handling or dissemination requirements, or to assist in describing the type of information involved. STI AVAILABILITY
The Classified STI Metadata Search (CSMS) product provides metadata only search capability within OSTI’s classified and UCNI collection and is available to a limited, approved user base. ESN access and appropriate need-to-know (NTK) are required. Each site approves its own user accounts, makes user NTK determinations, and processes document requests for its documents. The most restrictive Programmatic Approval Authority Category Code for the product must be included on the metadata record when submitted because it is used to determine user access to the metadata searched on CSMS.
