Patent policies affecting ERDA energy programs
This report has been prepared in response to the requirements of subsection 9(n) of the Federal Nonnuclear Energy Research and Development Act of 1974, Public Law 93-577. Its purpose is to assess the applicability of the patent policies affecting the energy research, development, and demonstration programs authorized by the Act, and the desirability or need for mandatory patent licensing to effectuate these programs. Following the introductory chapter, six chapters are entitled The Nature and Role of Government Patent Policy; ERDA Patent Policy--Allocation of Patent Rights; ERDA Patent Policy--Licensing of ERDA-Owned Patents; Public Comment on ERDA Patent Policy; and Compulsory or Mandatory Licensing of Patents. A summary, interim conclusions, and recommendations are presented in the concluding chapter. (MCW)
