State governments have been funding partners in the Clean Coal Technology program since its beginnings. Today, regulatory and market uncertainties and tight budgets have reduced state investment in energy R and D, but states have developed program initiatives in support of deployment. State officials think that the federal government must continue to support these technologies in the deployment phase. Discussions of national energy policy must include attention to the Clean Coal Technology program and its accomplishments.
