Title: Corrective Action Decision Document for Corrective Action Unit 300: Surface Release Areas, Nevada Test Site, Nevada

The purpose of this Corrective Action Decision Document is to identify and provide the rationale for the recommendation of a corrective action alternative (CAA) for the seven CASs within CAU 300. Corrective action investigation activities were performed from September 13 through December 28, 2004, as set forth in the Corrective Action Investigation Plan. The purpose of the activities, as defined during the data quality objectives process, were: Determine whether contaminants of concern (COCs) are present; If COCs are present, determine their nature and extent; and, Provide sufficient information. Analytes detected during the corrective action investigation were evaluated against appropriate preliminary action levels to identify contaminants of concern for the CAS. Radiological measurements were taken to identify areas of elevated gamma activity to provide information to protect worker safety and assist in waste characterization. Assessment of the data generated from investigation activities revealed the following: CASs 23-21-03 and 23-25-03 did not have any COCs above Final Action Levels (FALs) in soil. CAS 23-25-02 did not identify any COCs in soil above FALs; however, the media sample collected from residual material in the outfall pipe identified total petroleum hydrocarbons (TPH) diesel-range organics (DRO) above the FALs. The residual material was sampled for waste management purposes. Contamination was identified in soils below a breach location, and all contaminated soil with TPH-DRO at concentrations above FALs was removed during the investigation. CAS 25-60-01 contains COCs in soil. In the northern portion of the site, contamination above FALs included semivolatile organic compounds, polychlorinated biphenyls, and gamma-emitting radionuclides directly below a tie-in location identified during the video survey. In the southern portion of the site, contamination above FALs including semivolatile organic compounds, TPH-DRO, polychlorinated biphenyls, and gamma-emitting radionuclides was identified at the base of the outfall pipe and decreased with distance and depth. CAS 25-60-02 did not contain any COCs above FALs in soil; however, the media sample from the concrete collar identified TPH-DRO above FALs. CAS 25-62-01 identified gamma-emitting radionuclides in soil consistent with radiological surveys and one isolated location of TPH-DRO in soil at the site. CAS 26-60-01 has one location, directly below the outfall that had gamma-emitting radionuclides and TPH-DRO above FALs in soil. Samples collected at this site indicated that the contamination is isolated to the location below the outfall. Based on the evaluation of analytical data from the corrective action investigation, review of future and current operations within Areas 23, 25, and 26 of the Nevada Test Site, and the detailed and comparative analysis of the potential CAAs, the following corrective actions were selected for the CAU 300 CASs. Alternative 1, No Further Action, is the preferred corrective action for the following CASs: CAS 23-21-03, Bldg 750 Surface Discharge and CAS 23-25-03, Bldg 750 Outfall will have no further action. Selection of this CAA is consistent with past practices for CASs that do not contain contaminants of potential concern (COPCs) at concentrations exceeding corresponding FALs. CAS 23-25-02, Bldg 750 Outfall is a no further action with housekeeping site. Selection of this CAA is consistent with past practices for CASs that do not contain COPCs at concentrations exceeding corresponding FALs. Housekeeping will be conducted at this CAS to remove a 48-foot section of steel and cast-iron sections of the pipe, properly dispose of the pipe and contents, and then backfill the void with clean material.
