Development of advanced "Safeguards by Design" analyses techniques for an electrochemical reprocessing (ECR) facility and comparison with past similar efforts for aqueous reprocessing (AQR) were initiated in fiscal year 09 in support of the Department of Energy (DOE) Office of Nuclear Energy (NE) Safeguards campaign. Although a safeguards design for reprocessing has many aspects, this study has identified two preeminent features worthy of early consideration in the design process: initial accountancy and the process holdup. Both of these safeguards measure have a significant impact on the ability to satisfy domestic and international safeguards requirements.
