Title: Evaluation of Allowed Outage Times Through Risk Priority Numbers

This paper develops and applies a new methodology for determining the Allowed Outage Times (AOTs, also referred to as Completion Times) for Limiting Conditions of Operation (LCOs) in Technical Safety Requirements (TSR) documents. AOT is defined in NUREG/CR-6141, Handbook of Methods for Risk-Based Analyses of Technical Specifications, as “the time for which a component or a train in a safety system can remain inoperable before an action is required.” Due to the risk increase incurred by loss of a safety structure, system, or component (SSC) or specific administrative control (SAC), the AOT provides “adequate time to repair a failed component without incurring undue risk.”
