Title: Central Facilities Area Sewage Lagoon Evaluation

The Central Facilities Area (CFA), located in Butte County, Idaho, at the Idaho National Laboratory has an existing wastewater system to collect and treat sanitary wastewater and non-contact cooling water from the facility. The existing treatment facility consists of three cells: Cell #1 has a surface area of 1.7 acres, Cell #2 has a surface area of 10.3 acres, and Cell #3 has a surface area of 0.5 acres. If flows exceed the evaporative capacity of the cells, wastewater is discharged to a 73.5-acre land application site that uses a center-pivot irrigation sprinkler system. As flows at CFA have decreased in recent years, the amount of wastewater discharged to the land application site has decreased from 13.64 million gallons in 2004 to no discharge in 2012 and 2013. In addition to the decreasing need for land application, approximately 7.7 MG of supplemental water was added to the system in 2013 to maintain a water level and prevent the clay soil liners in the cells from drying out and “cracking.” The Idaho National Laboratory is concerned that the sewage lagoons and land application site may be oversized for current and future flows. A further concern is the sustainability of the large volumes of supplemental water that are added to the system according to current operational practices. Therefore, this study was initiated to evaluate the system capacity, operational practices, and potential improvement alternatives, as warranted.
