Mobile Energy Laboratory energy-efficiency testing programs. Semiannual report, April 1, 1991--September 30, 1991
This report summarizes energy-efficiency testing activities applying the Mobile Energy Laboratory (MEL) testing capabilities during the third and fourth quarters of fiscal year (FY) 1991. The MELs, developed by the US Department of Energy (DOE) Federal Energy Management Program (FEMP), are administered by Pacific Northwest Laboratory (PNL) and the Naval Energy and Environmental Support Activity (NEESA) for energy testing and energy conservation program support functions at federal facilities. The using agencies principally fund MEL applications, while DOE/FEMP funds program administration and capability enhancement activities. This report fulfills the requirements established in Section 8 of the MEL Use Plan (PNL-6861) for semi-annual reporting on energy-efficiency testing activities using the MEL capabilities. The MEL Use Committee, formally established in 1989, developed the MEL Use Plan and meets semi-annually to establish priorities for energy-efficient testing applications using the MEL capabilities. The MEL Use Committee is composed of one representative each of the US Department of Energy, US Army, US Air Force, US Navy, and other federal agencies.
