Developing a bag monitor setpoint for release of green is clean waste

The Connecticut Yankee Atomic Power Company Haddam Neck Plant (CY) has established a Green is Clean program in which uncontaminated trash generated inside the Radiological control Area (RCA) is placed in green receptacles. This article describes the development of a bag monitor alarm setpoint for unconditional release of Green is Clean material from the RCA. The setpoint was based on detecting radiation that could be the to be statistically different from background with a high degree of confidence. Radioactivity in waste-type material, which had never been in the RCA, was quantified and accounted for in the setpoint as material background. The experience is that the bag monitor (along with a waste sorting ale for the location of individual contaminated items) improves detection capabilities while reducing the amount of Green is Clean waste which is treated as rad waste.
