Operational strategies for dispatchable combined cycle plants

This paper discusses in detail how a dual unit, combined cycle, cogeneration facility operates in a daily cycling, automatically dispatchable mode. The cogeneration contracts with the host utility, Public Service Company of Colorado, require the plant to be capable of daily start-up, and to respond to automatic generation control (AGC). The contracts require operation in this mode over at least 40% of the load range - 20 MW for Unit One and 27 MW for Unit Two - and the ability to change load at a rate of not less than 2% of capacity per minute. These technically challenging contract demands were coupled with the additional complexity of Unit One`s reliance on used, field rebuilt turbine generators. These factors have combined to lead the owners and operators to higher levels of cogen industry innovations. Specific topics to be included in this paper are: control system retrofits; gas turbine part load IGV control; equipment and cycle modifications required for dispatchability; combined cycle performance monitoring; and O&M staffing considerations. The developmental, construction, operating, and maintenance experiences at this facility will be valuable lessons for future AGC plants.
