Pursuing diversity
The Russian power market shows strong potential for international developers and investors. Nevertheless, financial uncertainty and the existing political morass means it will likely be some time before significant activity begins. The privatization of the Russian electric power sector and its conversion into joint-stock companies began in 1992. Although its regulatory and foreign investment structures are still in thje formative stages, Russia offers private power companies a role in its energy future. In pursuing property reform in the electric power industry and organizing the transition to market-economy forms in this sector, Russia is fostering favorable conditions for the attraction of private investment in electric power companies for both domestic and foreign investors.
