The recent promulgation of the RCRA, Subtitle D regulations for municipal solid waste landfills has had a significant impact on both new and existing facilities. Long-term groundwater monitoring and statistical analysis of the analytical data have become a critical issue for landfill owners and operators. Additional costs have been incurred for the increased levels of groundwater monitoring required to meet the regulations. These added costs have continued to increase as many facilities have been required to conduct assessment monitoring or corrective action based on the results of the statistical analysis. A land owner/operator`s challenge has become to reduce the variables associated with groundwater monitoring that could compromise the quality of groundwater characterization. This paper presents an overview of traditional purging and sampling methods and an alternative method using micropurging techniques. A case study is presented for a Subtitle D facility in the Midwest. This case study presents an evaluation of micropurging techniques with respect to data quality and repeatability. A cost benefit analysis comparing micropurging techniques to conventional sampling procedures is also presented.
