Groundwater monitoring regulations for solid waste landfills

The subtitle D groundwater monitoring regulations are even more complex than the Resource Conservation and Recovery Act (RCRA) hazardous waste groundwater monitoring regulations, requiring statistical comparison of data after each sampling event in detection monitoring after background is established. Beginning Oct. 1994, municipal solid waste landfills located within one mile of a drinking water intake must comply with Subtitle D ground-water monitoring requirements. And, while a majority of states have been authorized by the U.S. EPA to administer their own regulations, most state groundwater monitoring requirements are very similar to the Subtitle D regulations. Landfills located in states whose monitoring programs are not EPA-authorized must implement both the Subtitle D and any existing state groundwater monitoring requirements. Under this scenario, EPA does not allow any alternatives to the detection monitoring program, such as the selection of alternative monitoring parameters and statistics, as it would if the state had an authorized program. Most authorized states, however, have to approve of alternate parameters and statistics.
