The best time to plan environmental issues for a plant is during conceptual design and continues through design, construction, startup/operations and final shutdown of a facility. Only by considering the entire life cycle of a hydrocarbon processing industry (HPI) plan can management develop, implement and fund projects that mitigate emissions and reduce waste generation. Too often environmental issues are considered after the fact. HPI operators spend more time fixing a real problem than if the potential problem had been identified, evaluated and corrected during conceptual design. Using the life cycle approach for each plant phase can improve its environmental regulatory compliance, reduce environmental-equipment investment and facilitate a speedy closure at shutdown.
