Verifying the DAHS: Development of an advanced DAHS auditing tool

The Clean Air Act of 1990 requires the installation of Continuous Emissions Monitoring Systems (CEMS) on virtually all coal-fired utility generators in the US. These CEMS are required to monitor concentrations of sulfur dioxide, nitrous oxides, carbon dioxide and total flue gas flow a minimum of four times each hour. In addition the CEMS must automatically perform and record daily calibration checks to assist in verifying that each day`s data are correct. This results in a minimum of 12,000 calculations per month per unit for just the basic requirements. All of these data must be assembled, calculated on an hourly basis and converted into a standard format known as the Electronic Data Report (EDR) which is then submitted to the Environmental Protection Agency (EPA). The systems used to perform this work are known as Data Acquisition and Handling Systems (DAHS). This paper addresses the realization of the need for, and the development of, a software tool capable of verifying that the CEMS DAHS is, in fact, properly carrying out all of the necessary calculations, checks and verifications, and is correctly creating the required quarterly EDR`s.
