Conversion to the improved standard technical specifications: The NRC perspective
Title 10 of the Code of Federal Regulations, Section 50.36, {open_quotes}Technical Specifications,{close_quotes} delineates requirements for determining the contents of technical specifications for nuclear power reactors. Technical specifications set forth the specific characteristics of the facility and the conditions for its operation that are required to provide adequate protection to the health and safety of the public. On July 22, 1994, the U.S. Nuclear Regulatory Commission (NRC) published a final policy statement on technical specifications improvements for nuclear power reactors, which described the efforts to establish criteria for defining the content of technical specifications. Those efforts included public comments on the interim policy statement and the application of the criteria to develop improved standard technical specifications (STSs) for each major nuclear steam supply system design (NUREGs 1430 through 1434). The use of the criteria to relocate unnecessary regulatory requirements to appropriate licensee control and the adoption of the other operator-oriented enhancements in the improved STS can improve operational safety and ensure more efficient use of NRC and licensee resources.
