The U.S. Department of Energy is currently publishing a study entitled {open_quotes}Damages and Benefits of the Nuclear Fuel Cycle: Estimation Methods, Impacts, and Values.{close_quotes} This work was performed by Oak Ridge National Laboratory with assistance from an economic consulting firm [Resources for the Future (RFF)]. This document presents the social cost-accounting methodology and its broad application to many phases of the nuclear fuel cycle. This paper focuses on the social costing issues specifically associated with nuclear power plant severe accidents at a hypothetical site in the southeastern United States located on the Oak Ridge Reservation in Tennessee. A hypothetical site in the southwestern United States near the four-corners region of New Mexico was also analyzed. The development of the methodology and the application of social costing for reactor accidents were two of the major objectives of this effort.
