Trading offsets

Types of NO{sub x} trading programs are outlined. These programs consist of (1) emission reduction credits (ERCs). These trades are typically based on reductions from baseline emission rates, (2) cap/allowance programs where each source is allocated a mass quantity of emissions per period, e.g., tons/yr or lbs/day, and (3) {open_quotes}open market{close_quotes} trading systems where the source makes reductions and sells discrete tonnage reductions without state certification. The buyer takes the risk that reductions will be certifiable. Reductions may be carried over from one year to the next.
