New England Power sees profits in NOx trades

New England Power, seeking to jump-start nitrogen oxides emissions trading in the Northeast, has filed the first application under an innovative Massachusetts clean air program to certify the creation of saleable NOx reduction credits. The New England Electric System (NEES) subsidiary is asking the Massachusetts Department of Environmental Protection to certify about 2,000 tons of NOx emission reduction credits, or ERCs. The utility plans to create the ERCs by complying one year early with NOx reduction requirements at its Brayton Point station in Somerset, Mass. The NEES application also will be reviewed by the federal Environmental Protection Agency, and the agency's ruling on this program could set precedent for other NOx trading programs around the country. The certification will enable New England Power to begin shopping around its ERCs to industrial customers that might want to buy credits to delay their own costly NOx reduction requirements, which are needed to reduce urban smog in the Northeast.
