Asian opportunities

In spite of massive capacity needs and stated private power goals, independent power has been slow in coming to Asia. Opportunities are increasing, however, as governments, developers and multilateral agencies make private power a reality. To meet an expected demand of 30 GW of new capacity during the next five years, India is attempting to attract foreign investment. The national government is willing to guarantee the obligations of State Electricity Boards (SEBs), accept currency exchange risks and has formulated a relatively clear and simple procedural framework for development. The country is actively courting developers, promising a rate of return of at least 16 percent and offering flexible conditions for development, ownership and operation.
