The concept itself is simple: analyze the energy performance and projected energy costs of a residential structure and include that analysis in the appraisal of the value of the building. Use the rating and recommendations for improved energy efficiency to leverage financing which can be paid for with the energy savings. The idea of using Mortgage financing to fund renewable energy and energy efficiency (RE/EE) retrofits in existing structures and to fund the inclusion of these same technologies in new construction has been around since the late-1970s. As early as 1981, the Federal Home Loan Mortgage Committee issued guidelines permitting higher debt-to-income ratios for houses which were built with energy efficiency features.
