New secondary market for energy- and home-improvement loans

Projects to improve energy efficiency in houses can be financed with a variety of home-improvement loans (HILs) provided by savings and loan institutions. The Federal Home Loan Mortgage Corporation (FHLMC) is a pilot program which began in 1980; and it is currently the only operating national program, although a similar one was proposed by the Federal National Mortgage Association (FNMA). The terms and loan options available through the FHLMC and the proposed FNMA programs are described. (DCK)
