The authors perform a global analysis of existing experimental data on the angular distributions in the reaction {gamma}{gamma} {yields} {pi}{sup +}{pi}{sup {minus}}, {pi}{sup 0}{pi}{sup 0}. The analysis is designed to isolate the S-wave cross section and to determine D-wave parameters. Values of the sum of electric and magnetic pion polarizabilities are obtained for the first time. They are as follows (in units of 10{sup {minus}42}cm{sup 3}; e{sup 2}=4{pi}{alpha}): ({alpha}+{beta}){sup {pi}{sup +}} = 0.28{+-}0.07 (MARK-II), ({alpha}+{beta}){sup {pi}{sup +}} = 0.38{+-}0.05 (CELLO), and ({alpha}+{beta}){sup {pi}{sup 0}} = 1.26{+-}0.06 (Crystal Ball).
