Public attention to environmental problems seems finally to have spanned the globe. Unfortunately, it is clear that this awareness alone does nothing to solve the problems. Virtually every government of every nation has stated its awareness of environmental quality and the toll its population and industry is taking on it and its intention to address the issues seriously. Again, these two steps alone create no real improvement in environmental conditions for a nation`s citizens, nor do they foster favorable conditions for the development of an environmental industry. It is the passage of legislation and formation of regulatory bodies that give rise to an environmental industry. When the US formed the Environmental Protection Agency in 1970, revenues of companies conducting what is defined as environmental business were hard to identify and generated less than a total of $10 billion in revenues. There is little doubt that government regulation is still the primary market force driving the environmental industry in the major markets today.
