Enhanced monitoring requirements -- Implications for industry

Traditional compliance with air pollutant emissions standards has relied on testing procedures for demonstration with the required emissions limits imposed on the source. This technique has usually been employed to demonstrate initial compliance for emissions control equipment subsequent to the installation of the control technology by the use of the approved reference testing methods. However, the Enhanced Monitoring Program has been established to provide a method to determining continuous compliance with the appropriate regulatory limits and to fulfill the Title 7 requirements of the Clean Air Act Amendments of 1990 (CAAA). Enhanced monitoring differs from the previously established methods used in the demonstration of compliance by source testing in that the burden for demonstrating compliance has shifted from the US Environmental Protection Agency (EPA) to the owner or operator of the source. By establishing these increased requirements on the individual sources, EPA has greatly expanded its overall surveillance of source emissions without a significant sacrifice of time or money.
