Title VII of the Clean Air Act Amendments of 1990 (CAAA) establishes compliance certification requirements which significantly expand the type and quality of data that a facility must submit to demonstrate compliance with emission limits. EPA has proposed Enhanced Monitoring Program (1) that fulfills the statutory requirements of the CAAA. The proposed regulation outlines the criteria and procedures that owners or operators must satisfy in evaluating, selecting, and performing enhanced monitoring. Additionally, the proposed regulation outlines reporting, recordkeeping, and quality assurance requirements for a satisfactory enhanced monitoring program. This brief paper highlights the requirements of the more significant sections of the proposed regulations.
