Conservation receives top administration priority. [But total spending remains same for FY 1977]

Conservation (efficiency) technology has been given a status equal to that on developing new energy resources in an effort to reduce U.S. dependence on overseas oil supplies. The new emphasis on the conservation ethic is a complete reversal in energy policy, however, there will be little, if any, change in the amount of money the U.S. will spend for conservation. The budget allows ERDA to spend $120 million on conservation, but the agency says it will spend only about $91 million in 1977. One reason for keeping spending at the same level is that conservation is generally still in R and D, and has not yet gone into the area of demonstration, as nuclear power has done. The utility industry has been promoting conservation, and several examples of its efforts are noted. (MCW)
