S. 357 is a bill to promote commerce and amend the Federal Power Act to establish a Federal power research and development program to increase efficiencies of electric energy production and utilization, reduce environmental impacts, develop new sources of clean energy, and for other purposes. Witnesses testifying at this hearing on the bill included: Ralph Nader; Prof. William H. Rodgers, Jr., Georgetown University Law Center; Dr. Chauncey Starr, Electric Power Research Institute; and Shearon Harris, Edison Electric Institute, accompanied by representatives from various utilities and TVA. Additional articles, letters, and statements are included from the American Public Power Association, the National Association on Regulatory Utility Commissioners, the Electric Power Research Institute, the National Rural Electric Cooperative Association, and others.
