This article summarizes briefly recent testimony by Dr. Chauncey Starr, vice chairman of the Electric Power Research Institute, before a US House of Representatives committee. Dr. Starr pointed to a recent EPRI-sponsored analysis of electric consumption to explain why utilities have no choice but to increase use of nuclear power and coal through the year 2000. He stated that the unfounded promise of solar electric availability within the next 20 years has become a major obstacle to nuclear development. Citing specific favorable aspects of nuclear power, Dr. Starr stated that the utilities know far better the real problems associated with nuclear power production - financial, technical and public acceptance - than any group of critics. While the nuclear accident at Three Mile Island appears to have swayed some previously neutral sectors of the public into nuclear opposition, he states, ''we are confident that the risks to the public from nuclear power are controllable to acceptable levels.''
