Economics of enforcing air pollution controls

The likely effects of alternative implementation and enforcement policies available to control agencies on the control of industrial air pollution are examined from an economic point of view. Policy alternatives studied include legal enforcement through the new source performance standards set forth by the Environmental Protection Agency and two effluent fee enforcement policies. A generalized model of the effects of implementation and enforcement policies on a given firm's control actions is developed, assuming that the firm is an expected cost minimizer. The model is then specifically applied to the case of fly ash discharge from a coal-fired power plant. The simulation of fly ash control indicates that stricter compliance tests and less stringent opacity standards can yield the same level of control as would otherwise be achieved. Most coal-fired power plants are not expected to meet the federal new source fly ash standard under most enforcement schemes currently employed by control agencies.
