According to a report by the U.S. Department of the Interior, there will be enough water in the Upper Missouri River Basin (Wyoming, Montana, and the Dakotas) to meet all projected needs and uses including a high degree energy development through 2000. The Upper Colorado River Basin, which will require 874,000 acre ft/yr of water for energy development between 1975-2000, probably will not have enough water for the 18 coal-based powerplants, 11 oil-shale projects, and 4 coal-gasification plants considered in the report. According to a report by Water Purification Associates, the water requirements for coal gasification and liquefaction plants are less than 50% of those predicted by the U.S. Geological Survey. The two reports agree on the water requirements for oil-shale conversion. The plans of individual companies, allocations their projects may receive, state estimates of water supplies, projected needs of water for other uses, and the water required by various coal and oil-shale conversion processes are also discussed.
