According to R.L. Leonard (Univ. Okla.) at the 2nd Pacific Chemical Engineering Congress, coal gasification represents the cleanest method of developing energy resources in the western U.S.; atmospheric emissions from electrical powerplants are highest, followed by shale retorting and coal liquefaction facilities. Leonard, who spent 18 months on a study to evaluate the effects of energy development in the West, says seven states with high energy resources likely to be developed by the year 2000 include Montana, North Dakota, Wyoming, Colorado, New Mexico, Utah, and Arizona. Electrical and thermal powerplants could use up to 67Vertical Bar3< of the upper Colorado River surface water by 2000. Shale-oil processing produces greater threats to water quality than other methods because of greater residue discharged into holding ponds with seepage into ground water.
