National energy policy plans: a critique

The Nixon-Ford administrations asked Americans to accept an expensive and inappropriate energy policy in the concept of Project Independence, according to Mr. Cicchetti. He further feels that policy errors have served to drain domestic resources, reduce supplies from Canada and the Middle East, pass up the better Trans-Canadian Pipeline route in favor of the ill-conceived Trans-Alaska route, and discourage natural gas production by promising future high prices. Current policies rely heavily on the government and on the cooperation of energy industries rather than the competition of a free enterprise system. Federal Energy Administration (FEA) policies, instead of attaining the goal of independence, have reduced domestic production and increased dependence on imports. Mr. Cicchetti's recommendations for an appropriate policy are: (1) establish a single crude oil price system; (2) establish a mechanism to offset the impact of higher import prices; (3) disband the FEA and shift its programs to a redirected ERDA; (4) eliminate crude oil allocations and entitlements, followed by petroleum product allocations and state set-aside; and (5) phase out price controls and multi-tier pricing.
