Report to Congress pursuant to Section 8(f)(1) of the Emergency Petroleum Allocation Act
This report responds to the reporting requirements of the Emergency Petroleum Allocation Act (EPAA) as amended by the Energy Policy and Conservation Act (EPCA) and Energy Conservation and Production Act (ECPA), which specify that the President shall submit to the Congress a report containing: (1) an analysis of the impact of any Section 8 amendment on the economy and on the supply of crude oil and products; and (2) an analysis of the effects resulting from ECPA amendments on price and production of domestic crude oil. Chapter 1 is an executive summary. Chapter 2 describes in detail the requirements of the various laws and the actions that the Federal Energy Administration (FEA) has taken or will take to implement these laws through regulation. Chapter 3 provides details of FEA's rationale followed in implementing these provisions of the law. Chapter 4 assesses the possible impacts of these provisions on future domestic crude oil production through an analysis of the response of the leading indicators of domestic crude oil production to changes in price.
