The effects of alternative leasing systems and schedules on United States Outer Continental Shelf (OCS) energy development are examined. Topics covered are: (1) the United States Outer Continental Shelf energy potential; (2) alternative OCS leasing systems; (3) costs of OCS fuel production; and (4) a comparison of alternative OCS leasing systems and schedules.
