Conservation: O'Leary weighs shift in rules

John O'Leary, Federal Energy Administrator, indicated in an interview that industries might be required to report their energy conservation programs directly to the government rather than through industry trade associations, whose voluntary nature could allow some non-participation. The reporting program includes the 50 largest companies engaged in ten industries designated to be the most energy-intensive. Most companies are already participating or have applied to report to the Department of Commerce. New legislation is required to shift from voluntary to mandatory reporting. O'Leary also feels that some natural gas producers are withholding small amounts of gas from the interstate market, although not enough to have made a difference during the cold spell. O'Leary's emphasis on stricter regulation extends to state and city building codes, which he feels should be amended to encourage energy conservation. He also advocates tax incentives to industry for investment in energy-efficient equipment, bans on natural gas as a boiler fuel, and an effort to explore alternatives to decontrolling gas prices. He expressed concern that the replenishing of gas stocks for next winter will not be done in a way that increases unemployment. (DCK)
