This paper reports that in 1989 Consolidated Edison Company of New York (Con Edison) initiated a comprehensive tank cleaning and inspection program of their petroleum product storage facilities. The program was initiated by the issuance of new regulations of the New York State Department of Environmental Conservation regarding distillate oil storage tanks specifically. The residual oil storage tank inspection program followed voluntarily out of concern by Con Edison for the integrity of these tanks. A total of 11 storage tanks were cleaned, inspected and detailed and engineering reports prepared for each storage tank in 1990, and a total of 9 tanks were inspected in 1991. A total of 28 distillate storage facilities will be inspected over a three year period of time and 34 residual fuel oil tanks will be inspected over a ten year period.
