Staff report on July 13-14, 1977, electric system disturbance on the Consolidated Edison Company of New York, Inc. , System
The report is based upon its investigation to date and information available at the time, recommends a thorough re-examination of the reliability of bulk power supply systems throughout the nation, as well as in New York City. It contains a series of preliminary recommendations, both for Con Edison's system and for electric utilities and power pools across the U.S. It concludes that the design of the transmission network and the protective devices installed to protect Con Edison's system were inadequate and failed to operate in the manner for which they were designed. The report said it is apparent that Con Edison's existing interconnections with neighboring utilities are not strong enough to supply the necessary support needed in times of emergency.
