Planning system operations to meet environmental constraints

This paper reports that since the introduction of the Clean Air Act Amendments in November, 1990, environmental constraints have topped the list of management concerns. The overall goal of the Clean Air Act Amendments is to reduce SO{sub 2} emissions by 10 million tons and NO{sub x} emissions by 2 million tons per year. Using the Command and control regulatory approach, the NO{sub x} requirements will force utilities to install low-NO{sub x} burning technology by 1995 to limit their NO{sub x} emissions under 0.45 lb/MMBtu for tangentially-fired boilers and 0.5 lb/MMBtu for dry-bottom boilers. The SO{sub 2} laws, which aim at lowering SO{sub 2} emissions b y 40 percent from 1980 levels, will be implemented in 2 phases.
