Since the introduction of the Clean Air Act amendments in November 1990, environmental constraints have topped the list of management concerns. This paper reports that the overall goal of the Clean Air Act amendments is to reduce SO{sub 2} emissions by 10 million tons and NO{sub x} emissions by 2 million tons per year. Using the command and control regulatory approach, the NO{sub x} requirements will force utilities to install low-NO{sub x} burning technology by 1995 to limit their NO{sub x} emissions under 0.45 lb/MMBtu for tangentially-fired boilers and 0.5 lb/MMBtu for dry-bottom boilers. The SO{sub 2} laws which aim at lowering SO{sub 2} emissions by 40 percent from 1980 levels, will be implemented in 2 phases. In Phase 1, 261 generating units from 110 power plants are required to limit their SO{sub 2} emissions under 2.5 lb/MMBtu. In Phase II, SO{sub 2} emissions from all the generating units in the United States will be held to an annual cap of 8.9 million tons per year. The proposed Clean Air Act makes provisions for utilities to buy and sell unused emission allowances.
