Illinois technical/economic review: proposal for funding General Electric Pressurized Fluidized Bed Boiler

The Division of Energy of the Illinois Department of Business and Economic Development has formally reviewed the General Electric Pressurized, Fluidized Bed proposal and recommends that the Energy Resources Commission approve its recommendation of $10 million to the G.E. team. This request is the result of an extensive technical and economic analysis of the project and the document reviews this analysis. The G.E. Co. has worked for more than a year with the members of this team to investigate pressurized/fluidized bed power plants in preparation for this pilot plant program. In addition, this proposal draws heavily on prior, and directly relevant, experience of all participants. The OCR Pressurized Fluidized Bed Pilot Plant Program is a large and technically complex undertaking. Successful implementation of the program will require system experience and capabilities in two distinct areas. First is the ability to plan, analyze, design, integrate, and manage a large technically complex R and D program. The second is the experience and background necessary to understand and appreciate the technical and business requirements of the electrical utility industry within which, to be successful, the system must be accepted. The General Electric Co. and its team is uniquely qualified to meet both these requirements. A summary chart reviews the relevant experience of each team member in terms of the capabilities each brings to meeting the requirements of the RFP and the critical needs of the program.
