CFE and beyond: The future of conventional arms control

The authors discuss the Treaty on Conventional Armed Forces in Europe (CFE) and its place in future arms control. They highlight major aspects of the expected impact of the CFE treaty. They take into account new data and supplementary undertakings agreed or published in 1991 or early 1992, up to 14 months after the treaty was signed. They detail the major obstacle to ratification and implementation: the ambiguous implications of the CFE treaty for independent armies in the republics and for resolving interrepublic disputes about the disposition of the armed forces and armaments of the former Soviet Union. They conclude that the treaty can work in the new environment, and that it would play a useful role in preventing new arms races and reducing the risks of war resulting from the political turmoil in the East. They also identify further measures that could be adopted to redress its shortcomings.
