A serious arms control problem lies on the horizon for Western policy makers. Russia and the Ukraine have been calling on a major change in the 1990 Conventional Armed Forces in Europe (CFE) Treaty. Other members, which border the zone, reject the idea. The author examines the Treaty and the issues and threats because of this dispute.
