Economic analysis of the nuclear expansion program of Public Service Electric and Gas Company

This report sets forth testimony of the authors reporting a rate increase by Public Service Electric and Gas Company of Newark, New Jersey. The owning and operating costs of proposed new nuclear units of PSE and G and of coal-fired alternatives are evaluated. The relative costs of deferring construction of the nuclear units are also evaluated. It is concluded that new coal-fired units are a more economical choice for PSE and G and its customers than new nuclear units and that deferral of new nuclear units will reduce costs even if nuclear units are ultimately constructed. These findings are discussed and explained in the summary section and followed by four appendices in which assumptions are explained with respect to (1) capital costs, (2) fuel costs, (3) capacity factor, and (4) operating and maintenance costs.
